Special Voluntary Departure Program for Illegal Stay Foreigners in 2025
Summary
A special voluntary departure program for foreigners in illegal stay will be in effect from December 1, 2025, to February 28, 2026. Participants will be exempt from fines and have entry bans suspended, but certain individuals are excluded. Pre-reporting is required either in person or online before departure.

Details
- Foreigners in illegal stay who voluntarily depart between December 1, 2025, and February 28, 2026, will be exempt from fines and have their entry ban suspended.
- Exclusions: This program does not apply to individuals subject to deportation, such as those who have illegally entered the country, used forged or altered passports, committed criminal offenses, failed to comply with departure orders, or become illegal stayers after December 1, 2025.

Voluntary Reporting Procedure
- Foreigners in illegal stay intending to voluntarily depart must pre-report according to the existing "Voluntary Departure Pre-reporting System."
- Visit the local Immigration Office with jurisdiction over your place of residence directly between 3 days (excluding public holidays) and 15 days (including public holidays) before the departure date to pre-report, or pre-report online (http://www.hikorea.go.kr).
- On the day of departure, finalize the confirmation at the Immigration Office at the airport or port of departure 4 hours before departure.
